- Quota, levy and higher-skilled levy orientation
- Prior approval, onboarding and safety-course checkpoints
Marine shipyard context
MOM's marine shipyard sector rules start with the employer's principal business activity and shipyard or contractor status. A marine-related activity, vessel connection or job title alone does not establish this route. This guide does not assess eligibility or offer a Work Permit transaction.

Start with the employer context
Employer classification
MOM says the sector covers shipyards and their contractors engaged in shipbuilding or ship repair in Singapore. The company must have shipbuilding or ship repair as its principal activity and qualify in one of MOM's shipyard or contractor categories.
Worker and workforce conditions
MOM's live sector page lists source-country and age rules, shipyard-premises and approved-occupation controls, quota and levy, higher-skilled criteria, settling-in requirements and safety-course checkpoints. None should be used alone as an eligibility conclusion.
Prior approval and readiness
Non-sponsoring shipyards and common contractors need prior approval for NTS or PRC workers before an application or renewal. MOM states that the reference is used in the Work Permit transaction and that a new or renewal prior approval is valid for 3 months.
MOM reading sequence
The principal activity must be shipbuilding or ship repair, using the closest applicable ACRA business activity. Marine-related work alone is not enough.
Distinguish a sponsoring shipyard, non-sponsoring shipyard, resident contractor or common contractor. Support and application responsibilities differ.
Use MOM's current source-country, age, approved-occupation, workplace, quota, levy, onboarding and safety rules together.
MOM and the employer-side records must confirm classification, sponsorship, quota, prior approval and the permitted transaction route.
